International Association of Emergency Managers 57th Annual Conference & EMEX 2009

The DM Program took advantage of the opportunity to interact with professional practitioners across the spectrum of disciplines involved with disaster preparedness and response at the recent 57th Annual Conference of the International Association of Emergency Managers (IAEM) & EMEX 2009. Approximately 2000 participants from throughout the U.S. and abroad attended this year.

Members of the DM Team participated in the following events:

  • IAEM Standards and Practices Committee meeting. EIIP President and DM Team member Avagene Moore co-chairs the committee.
  • DM Program exhibit at EMEX 2009. Members of the DM Team were on hand to provide program information and respond to questions and comments.
  • DM Program support for OASIS interoperability demonstrations via DM-OPEN.
  • DM Program participation in a conference breakout session titled Standards in Emergency Management. Panelists will include: Barb Graff, Seattle Office of Emergency Management; Steve Charvat, University of Washington Emergency Management; Elysa Jones, OASIS; Camillle Osterloh, FEMA NIMS-STEP Program, and Tom Ferrentino, FEMA DM Program.

OASIS Emergency Interoperability Summit / NIEM Training Event

September 30 - October 2 in Baltimore

The DM Program had a significant role at the recent OASIS Emergency Interoperability Summit, held in conjunction with this year's National Information Exchange Model (NIEM) National Training Event, September 29 - October 2. The purpose of the Summit was to provide attendees with a clearer understanding of the interoperable solutions being implemented today and the value of mutually supportive standards for information sharing.

A two-day series of demonstrations showcased the interoperable exchange of emergency information between disparate systems via the DM Open Platform for Emergency Networks (DM-OPEN). DM-OPEN implements messaging standards developed through the OASIS Emergency Management Technical Committee (EM-TC), including the Common Alerting Protocol (CAP), Emergency Data Exchange Language Distribution Element (EDXL-DE), EDXL Resource Messaging (EDXL-RM), and EDXL Hospital AVailability Exchange (EDXL-HAVE).

As a member of the OASIS EM-TC Adoption Committee, DM Program Trainer Tom Ferrentino was actively involved with planning and coordination for the Summit, and Gary Ham, DM Program System Architect, assisted demonstration participants with preparation. Both members of the DM Team were present at the Summit to support the demonstrations.

In addition to his involvement with the demonstrations, Gary has been working toward closer coordination with NIEM, and participated on two panel discussions:

  • "Playing Well With Others"; NIEM and External Standards, Moderator: Joanna Peters, Deloitte Consulting, LLP.
  • Coordinating the Development and Adoption of Emergency Standards With the Ongoing Development of NIEM, Moderator: Gary Ham. Panelists included Donna Roy, NIEM; Tim Grapes, Evolution Technologies, Inc.; Denis Gusty, U.S. Department of Homeland Security; and Scott Shoup, Federal Emergency Management Agency.
