DM-Framework and DM-OPEN 2.0 IOC
FEMA has developed a strategy for combining and adapting several currently available technologies into a system that preserves current DMIS Tools and DM-OPEN functionality, but provides the flexibility to accommodate future capabilities. Initial Operating Capability - "IOC" - refers to the set of functional capabilities that are planned for inclusion during the first iteration of the new system. The selection of these capabilities is constrained by the limits of available resources; however, every effort has been made to respond to stakeholder priorities.
The DM-Framework and DM-OPEN 2.0 IOC are currently in the system design and testing phase. Please see the Project Timeline section for current status.
Stakeholder Requirements
FEMA receives stakeholder feedback on DMIS Tools and DM-OPEN on a regular basis. The FEMA DM Program Management Office (PMO) began a formal stakeholder requirements collection process in early 2009, to identify and prioritize functionality for the DM-Framework and DM-OPEN 2.0.

DM-Framework Solution Set
The selected FEMA solution for the DM-Framework incorporates several products and tools already in use in the emergency management/ first response community. These capabilities come together to provide a browser-based incident management configuration that will provide the flexibility and adaptability to support changes and growth in the future. The ultimate intent of the DM-Framework is to enable organizations to leverage additional existing or to-be-developed solutions within the framework displayed side-by-side to conveniently access functionality to supplement and/or complement their current systems.
Enhancements for DM-OPEN
Using a Service Oriented Architecture (SOA) to build a flexible and scalable data-exchange service platform, FEMA will employ an open standards foundation to implement DM-OPEN 2.0 Web Services for independent data communications. In conjunction with DM-Framework, this will interconnect with a wide variety of systems and groups, promote reusable services, and allow FEMA to respond quickly and cost-effectively to changing needs.
